I get a little bit of a rash on my chest after boogie boarding when I don't use a shirt. Is this normal?
Should I use a wetsuit?
Yes, this has happened to me quite a bit. If you don't want to have to go for a wetsuit, try a rashvest? There are loads on eBay.

its no worse than working with cement i have had cement burns there not nice but as long as you dont have to live with it for too long covering you your fine the clean up has worked well and there is no long lasting problems people have even moved back the spill was more deadly than the chemical problems and dangers as it was like a tsunami people got swept away and drowned in it thats what killed people
